Position title:  Project Finance Officer Civil Society Organisation (CSO), WWF-Laos

Duration:         6 months for short-term staff or consultancy.

Location:         Vientiane Capital – with extensive travel to the sites.

The Project Finance Officer CSO supports the capacity building of CSOs in the area of financial management and compliance. Ensuring project funds awarded to CSO partners for implementation are well managed with transparency, accuracy and compliant to Donor and WWF policies and procedures as well as local legal requirements.  

Duties and Responsibilities

  • Provide technical guidance, training, mentoring to project partners particularly CSOs partners to ensure compliance with finance policies and procedures, and legal requirements of donor and WWF.
  • Review and advise CSOs partners’ project budget planning including forecasting, monitoring and reporting.
  • Review and reconcile the financial reports from CSOs partners on a Quarterly basis.
  • Record Financial transaction into Oracle.
  • Create all payment transactions for assigned projects via I-bank or bank counter by 2 times per week Tuesday and Thursday.
  • Produce monthly, quarterly, and annual financial reports and submit to Project Manager, finance manager and donors.
  • Support internal and external audits including coordination with CSOs partners and field works to ensure that all supporting document as per requested audits are available.
  • Check and review all related vouchers, invoices, receipts and documents to ensure its accuracy, completeness and compliance with all contractual agreements and policies and procedures before issuing payment to the final beneficiary.
  • Maintain Grant Management System (GMS) regarding to outgoing grant management including setup, update, upload, and closing of outgoing grants related information and document.
  • Support project team for organizing and arranging meeting, workshop, event including, logistics, disbursement related costs to suppliers and participants.
  • Support partners due diligence process.
  • All others assigned as may be necessary in fulfilling the departmental functions especially in the peak reporting seasons and tight deadlines.


Qualifications required

  • Bachelor's degree in Finance and Accounting, Business Management, Business Administration, or in relevant fields.
  • Minimum 3 years of working experience as an Accountant, Finance or Bookkeeper.
  • Proficiency in the English language both oral, verbal and written communications.
  • Proficiency in accounting software (Oracle) is preferred.
  • Proven experience in budget management and activities planning would be advantage.


Other qualification required

  • Knowledge of local finance and accounting system, standards and practices.
  • Good understanding on financial management of non-profit organizations and international organizations or donors.
  • Basic knowledge of international finance and accounting standards is an advantage.
  • Advance or excellent proficiency in excel functions.
  • Good project management skills and project budgeting experience.
  • Be able to conduct mentoring and coaching independently and confidently.
